The Minister of Home Affairs, Dr Aaron Motsoaledi, will on Sunday, 12 November 2023, release the White Paper on Citizenship, Immigration and Refugee Protection.

This follows the approval of the publication of the draft policy for public comment by Cabinet. The draft policy aims to provide a framework to guide the granting of residency and citizenship to foreign nationals, as well as the protection of refugees and asylum seekers in South Africa, cognisant of the Republic’s national security interests and in compliance with international agreements and protocols on migration that South Africa is party to.

The Department of Home Affairs (the "DHA") invites public comments on the White Paper on Citizenship, Immigration and Refugee Protection: Towards a complete overhaul of the Migration System in South Africa.

Written submissions should reach the DHA on or before 19 January 2024. Written submissions should be addressed to the Chief Director: Strategy & Institutional Performance and may be forwarded to the DHA in any of the following manners:
